Date: Wed, 7 Mar 2012 07:42:19 -0800 Subject: sf6elec -- Regulation for Reducing Sulfur Hexafluoride Emissions from Gas Insulated Switchgear mandatory annual reporting From: jfoster@arb.ca.gov The first annual report for reporting sulfur hexafluoride (SF6) emissions from gas insulated switchgear GIS is required to be submitted to the Air Resources Board (ARB) by June 1, 2012. ARB is currently beta testing the mandatory reporting tool which is to be used for complying with the SF6 from GIS reporting requirements. Training on how to use the reporting tool will be provided on Thursday, April 19. Detailed information on how to participate in the training will be provided in a subsequent e-mail notice. General information on the mandatory reporting tool can be found at the following website: http://www.arb.ca.gov/cc/reporting/ghg-rep/tool/ghg-tool.htm. Further information on the SF6 regulation is available on the SF6 website at: http://www.arb.ca.gov/cc/sf6elec/sf6elec.htm. If you have any questions regarding this notice or the SF6 regulation, please contact David Mehl, Energy Section Manager, at (916) 323-1491 or dmehl@arb.ca.gov; or Tom Pomales, Air Pollution Specialist, at (916) 324-0343 or tpomales@arb.ca.gov. Background: On June 21, 2007, as part of the California Global Warming Solutions Act of 2006 (AB-32) the ARB approved the reduction of SF6 emissions from electricity transmission and distribution equipment as an early action measure. ARB staff, in collaboration with interested stakeholders, developed a control measure to address these emissions. ====================================================================== You are subscribed to the sf6elec mailing list. On Thursday, April 19th, from 11:00 a.m. to noon, ARB staff will provide training via a webinar on how to use the Cal e-GGRT system to report SF6 emissions from GIS. Reserve your Webinar Seat Now at: https://www1.gotomeeting.com/register/800246905 System Requirements PC-based attendees: Windows® 7, Vista, XP or 2003 Server Macintosh®-based attendees: Mac OS® X 10.5 or newer Additionally, entities that do not have a Cal e-GGRT account must create an account before SF6 emission data can be reported. A Cal e-GGRT account can be created by contacting ARB’s mandatory reporting staff at ghgreport@arb.ca.gov and providing the following information: 1) entity name; 2) name of person who will be the ‘Designated Representative’; and 3) the designated representative’s e-mail address. Those entities that already have a Cal e-GGRT account but would like to create a separate account for SF6 reporting can do so by following the directions above. If you have any questions regarding this notice or the SF6 from GIS regulation, please contact David Mehl, Energy Section Manager, at (916) 323-1491 or dmehl@arb.ca.gov; or Tom Pomales, Air Pollution Specialist, at (916) 324-0343 or tpomales@arb.ca.gov. Panelists will discuss how California can most effectively invest these funds to support the goals of Assembly Bill 32 (AB 32) to reduce greenhouse gases, as well as encourage long-term transformation to improve public health and develop a clean energy economy. The public can share ideas about what criteria and programs should be prioritized in the development of an investment plan. ARB will soon be issuing a notice that provides additional detail about the meeting and how to participate. DATE: May 24, 2012 TIME: 1:30 p.m. – 5:00 p.m. PDT PLACE: California Environmental Protection Agency Building Byron Sher Auditorium, 2nd floor 1001 I Street Sacramento, California 95814 A live webcast of the meeting will be available at: http://www.calepa.ca.gov/broadcast/?BDO=1 The meeting notice will be available soon at: http://www.arb.ca.gov/cc/capandtrade/meetings/meetings.htm. BACKGROUND: The Global Warming Solutions Act of 2006 (Chapter 488, Statutes of 2006 [AB 32, Núñez/Pavley]), requires California to reduce statewide greenhouse gas emissions to 1990 levels by 2020 and to maintain and continue reductions beyond 2020. As part of this effort, ARB has developed a cap-and-trade program. The program establishes a statewide emissions limit on sources responsible for 85 percent of greenhouse gases and creates a financial incentive for investment in clean and efficient technologies. Under the program, a portion of allowances required for compliance will be auctioned. Strategic investment of auction funds can further the purposes of AB 32 and deliver long-term economic, environmental, and clean energy benefits. The first auction is scheduled for November 2012 and auctions will be held on a quarterly basis thereafter through 2020. ACCOMMODATION: To request special accommodations or language needs, please contact Carol Wysong at 916.322.0289 as soon as possible, but no later than 10 business days before the scheduled meeting. TTY/TDD/Speech to Speech users may dial 711 for the California Relay Service.
