The California Global Warming Solutions Act of 2006 (AB 32) creates a comprehensive, multi-year program to reduce greenhouse gas (GHG) emissions in California, with the overall goal of restoring emissions to 1990 levels by the year 2020. In October 2007, ARB approved 44 early action measures to reduce GHG emissions from various sectors, including six early action measures from the stationary source high-GWP sector, the focus of this meeting. The six early action measures that will be discussed are: * Insulating Foam Recovery/Destruction Program * Specifications for Commercial Refrigeration * High-GWP Refrigerant Tracking, Reporting, and Recovery Program * Residential Refrigeration * Sulfur Hexafluoride Reductions from the Non-Electric Sector * Alternative Suppressants in Fire Protection Systems For each of the above early action measures, staff will provide an overview of the source category, discuss potential concepts for achieving emission reductions, as well as the anticipated timelines for bringing a full proposal to the Board for consideration. A key objective of the meeting is to ensure that all interested stakeholders have an opportunity to participate throughout the process beginning with a discussion of potential approaches for mitigation, identify additional stakeholders that should be contacted, as well as identify additional data sources that should be considered. The background information at the end of this message provides a brief description of the concepts that will be discussed at the workshop.
