These reports will verify and quantify California sales of SF6 and ensure requirements are met. Data for the 2011 calendar year must be reported by March 30, 2012. California regulations (Title 17, California Code of Regulations, sections 95340 to 95346) require distributors and sellers of sulfur hexafluoride (SF6) in California to submit annual sales data to ARB no later than March 30 of the following year. These data must provide information on individual transactions including the intended use by transaction. Data for the 2011 calendar year must be reported by March 30, 2012. We thank those who have already sent in their reports. For those distributors and sellers who have not yet done so, a spreadsheet form for recording sales data can be found at http://www.arb.ca.gov/cc/sf6nonelec/sf6nonelec.htm. In addition, research users of SF6 in California must report their usage in the state and other data as outlined in Section 95345 of the regulation. For those researchers who have not yet sent in their information, please do so via letter or email documentation. Panelists will discuss how California can most effectively invest these funds to support the goals of Assembly Bill 32 (AB 32) to reduce greenhouse gases, as well as encourage long-term transformation to improve public health and develop a clean energy economy. The public can share ideas about what criteria and programs should be prioritized in the development of an investment plan. BACKGROUND: The Global Warming Solutions Act of 2006 (Chapter 488, Statutes of 2006 [AB 32, Núñez/Pavley]), requires California to reduce statewide greenhouse gas emissions to 1990 levels by 2020 and to maintain and continue reductions beyond 2020. As part of this effort, ARB has developed a cap-and-trade program. The program establishes a statewide emissions limit on sources responsible for 85 percent of greenhouse gases and creates a financial incentive for investment in clean and efficient technologies. Under the program, a portion of allowances required for compliance will be auctioned. Strategic investment of auction funds can further the purposes of AB 32 and deliver long-term economic, environmental, and clean energy benefits. The first auction is scheduled for November 2012 and auctions will be held on a quarterly basis thereafter through 2020. In addition to the restrictions that have previously gone into effect, use of SF6 for Tracer Gas Testing, Magnesium Sand Casting, Magnesium Investment Casting, and Military Applications (other than Military Tracer Gas Array use) will not be allowed in California beginning January 1, 2013 without a valid exemption from ARB. These restrictions are contained in “Regulation for Reducing Sulfur Hexafluoride Emissions”, sections 95340 to 95346, title 17, California Code of Regulations, as approved by the California Air Resources Board in February 2009.
