This list will reflect air district rules adopted as of January 1, 2004 and State regulations adopted as of April 2004. For information, we are also including the new ARB measures to be developed as part of the 2003 State and Federal Strategy for the California SIP and the Diesel Risk Reduction Plan. The Board is currently scheduled to consider the proposed measures list and the implementation schedule in July 2004. This effort is in response to State law requirements. The resulting list of measures does not automatically become part of the SIP. However, air agencies may choose to propose some of the strategies for inclusion in future SIPs for PM2.5. The proposed Plan update shows how each of the 10 areas will continue to maintain the standard through 2018. The update also revises emission estimates and establishes new on-road motor vehicle emission budgets for transportation conformity purposes. On July 13, 2004, ARB staff will hold a workshop to solicit public comments on the proposed revisions. The purpose of the introductory meetings is to discuss why new clean air plans are necessary, what is involved in developing these new plans, and what major decision points are approaching. Now is the perfect time to become engaged in the discussion of initial plan design and direction. As information from the SIP technical analyses becomes available over the next two years, we will hold additional public meetings to share the preliminary results and, with your involvement, begin to formulate control strategies.
