Staff’s proposed draft regulatory language and draft certification procedures have been posted on the Specially Constructed Vehicles website below: http://www.arb.ca.gov/msprog/onroad/spcns/spcns.htm Staff’s workshop presentation will be posted at the above site prior to the workshop and as soon as it is available. As a reminder, the workshop is being held from 10:00am to 2:00pm at the following location: Air Resources Board Auditorium 9430 Telstar Avenue El Monte, California 91731 If you are unable to attend the July 28th workshop in person, you may participate free of charge online via webinar at the following website: https://www1.gotomeeting.com/register/855594544 To hear the workshop audio, you will additionally need to call the audio conference toll-free number at 1-800-369-1988 (U.S. only) and enter passcode 7908041. The audio will be listen only – questions may be submitted through the webinar online using the link above. For more information on the workshop or staff’s proposal, please contact Anna Wong at awong@arb.ca.gov. Background The Air Resources Board (ARB or Board) is currently considering a new procedure to evaluate and certify new engine packages intended for use in specially constructed vehicles (i.e., kit cars). Hobbyists choosing to install engines certified via the new procedure would be able to register their vehicles for use in California without needing to obtain a Certificate of Sequence from the California Department of Motor Vehicles and utilizing Health and Safety Code section 44017.4. Staff believes creating a certification path for such engine packages could result in emission benefits compared to existing specially constructed vehicle practices, and would offer a new option to hobbyists. ====================================================================== You are subscribed to the spcns mailing list. Please find the fact sheet at the following link: http://www.arb.ca.gov/msprog/onroad/spcns/spcns.htm Staff will propose the new regulations and certification procedures at the November 17, 2011 Board Hearing, in Sacramento, CA. Background The California Air Resources Board (ARB or the Board) staff is proposing optional certification regulations and procedures for new light-duty engines for use in specially constructed vehicles (SPCNSs, such as kit cars). The proposed regulations and procedures would create a path for manufacturers to certify engine packages, that when placed into an SPCNS, would meet new vehicle emission standards, and enable the vehicle to meet Smog Check requirements. The proposed regulations and procedures would not impose any new mandated requirements on engine manufacturers or hobbyists. Certifying engine packages via the new regulations and procedures would be optional for engine manufacturers, and provide hobbyists an alternative to choose certified low emitting engine packages. ====================================================================== You are subscribed to the spcns mailing list.
