The California Green Chemistry Initiative seeks your thoughts
and
involvement as we begin to establish the blueprint for keeping
California in the forefront of protecting health and the
environment in a robust economy.  

Our time for this effort is very short.  The creation of a
viable list of options to advance Green Chemistry must be
submitted to Secretary Linda Adams by January 2008.  From that
list proposed recommendations for a final policy are due by July
1, 2008.  We have a tremendous amount of work ahead and look
forward to working with you on this effort.  

To facilitate the most creative and constructive public
participation process, we have entitled the Conversation with
California.  The Conversation with California includes a wide
array of opportunities for you to participate. I invite you to
join the Conversation with California and contribute to
developing a comprehensive chemical policy and long-term
environmental protection for California.

We hope you will join us at our first public stakeholder's
meeting scheduled for Wednesday, June 27th 1:30 p.m. - 3:30
p.m., Sierra Hearing Room, Cal/EPA Building, 1001 I Street,
Sacramento.  If you cannot attend, you will be able to listen
via web cast.  
 
A Website has been set up that allows an open and transparent
exchange of ideas.  We are A Journal/Blog space gives you the
opportunity to share your thoughts and see what others think
about the four main Green Chemistry topics areas:

Cradle to Cradle:  Through product design and industrial
innovation, produce products that reduce the use of harmful

1.	Review of the draft report, “Long-term Health Effects of
Exposure to Ethylbenzene” August 2007.

The staff of the Office of Environmental Health Hazard
Assessment (OEHHA) will present a draft cancer risk assessment
and unit risk factor for ethybenzene. Ethylbenzene was
identified as a toxic air contaminant in 1993. If approved, this
report will be an addendum to Part II of the Technical Support
Document for Describing Available Cancer Potency Factors as part
of the risk assessment guidelines used in implementing the Air
Toxics Hot Spots Act (Health and Safety Code section 4430 et

2.	Review of the draft report, “Endosulfan Risk Characterization
Document” August 2007.

The Panel will review a draft report prepared by the Department
of Pesticide Regulation (DPR) proposing to identify and list
endosulfan as a toxic air contaminant. Endosulfan is a
broad-spectrum non-systemic insecticide and acaricide used to
control insects in a wide variety of vegetables, fruits, grains,
cotton, and tea, as well as ornamental shrubs, vines, and trees.
Once the report is approved, the Panel will discuss its findings
to be submitted to the DPR Director.

OEHHA is releasing a draft document, Air Toxics Hot Spots
Program
Technical Support Document For the Derivation of Noncancer
Reference Exposure Levels to solicit public comment.  OEHHA is
required to develop guidelines for conducting health risk
assessments under the Air Toxics Hot Spots Program (Health and
Safety Code Section 44360 (b) (2)).
  
OEHHA previously developed Technical Support Documents (TSDs)
in
response to this statutory requirement, including two (in
1999-2000) which described acute and chronic Reference Exposure
Levels (RELs).  This revised draft TSD is designed to replace
those original TSDs, and presents methodology revised to
reflect
scientific knowledge and techniques developed since the
previous
guidelines were prepared, and in particular to explicitly
include consideration of possible differential effects on the
health of infants, children and other sensitive subpopulations,
in accordance with the mandate of the Children’s Environmental
Health Protection Act (Senate Bill 25, Escutia, chapter 731,
statutes of 1999, Health and Safety Code Sections 39669.5 et
seq.).  In addition to the previously defined acute and chronic
RELs, the new method allows for the estimation of 8-hour RELs,
which may be useful in dealing with some special circumstances
in Hot Spots risk assessments.  

The revised draft also contains proposed Reference Exposure
Levels for six chemicals (acetaldehyde, acrolein, arsenic,
formaldehyde, manganese, and mercury), which illustrate the
intended use of the new guidelines as well as updating the
health protective levels for these compounds.  

We invite comments on this document (including the RELs), in
particular on the revisions to the existing approved
methodology, and the appropriateness of the revised methodology
to protect infants and children and other sensitive
subpopulations.  Following this public comment period, the
document and any comments received, along with OEHHA’s response
to those comments, will undergo review by the state’s
Scientific
Review Panel on Toxic Air Contaminants.

The Scientific Review Panel on Toxic Air Contaminants (Panel),
established pursuant to California Health and Safety Code
section 39670, will hold a public meeting at the following time

AGENDA—

1. Continuation of the Panel’s review of the draft report,
“Endosulfan Risk Characterization Document” (revised November
2007) The Panel will continue its review, begun in September, of
a draft report by the Department of Pesticide Regulation (DPR)
proposing to identify endosulfan as a toxic air contaminant.
Endosulfan is a broad-spectrum non-systemic insecticide and
acaricide used to control insects in a wide variety of
vegetables, fruits, grains, cotton, and tea, as well as
ornamental shrubs, vines, and trees. Once the report is
approved, the Panel will discuss its findings to be submitted to
the DPR Director.

2. Panel workshop on setting priorities in the toxic air
contaminant identification program The Air Resources Board, the
Department of Pesticide Regulation, and the Office of
Environmental Health Hazard Assessment prepare reports that
evaluate the health effects that may result from exposure to
substances that are proposed to be identified as toxic air
contaminants. The departments give priority to substances based
on the risk of harm to public health, emissions, manner of usage
and exposure to the substance, persistence in the atmosphere, and
ambient concentrations in the community (Health and Safety Code
section 39660(f) and Food and Agricultural Code section
14022(e)).

Department staff will describe how priorities are presently set.
The ARB staff will present proposed changes to the current
priority-setting methodology. The Panel has invited several
government scientists to provide their perspectives. Several
Panel members will also present information and the full Panel
will discuss all of the presentations as part of this
informational item.

3. Consideration of administrative matters.

scheduling of future meetings.

INFORMATION ABOUT THE SCIENTIFIC REVIEW PANEL

The Scientific Review Panel (Panel) is charged with evaluating
the risk assessments of substances proposed for identification
as toxic air contaminants by the Air Resources Board (ARB), the
Office of Environmental Health Hazard Assessment (OEHHA) and the
Department of Pesticide Regulation (DPR), and the review of
guidelines prepared by OEHHA. In carrying out this
esponsibility, the Panel reviews the exposure and health
assessment reports and underlying scientific data on which the
reports are based, which are prepared by the ARB, DPR, and OEHHA
pursuant to Health and
Safety Code sections 39660-39661, 39669.5 and 44360, and Food
and Agricultural Code sections 14022-14023. These reports are
prepared for the purpose of determining whether a substance or
pesticide should be identified as a toxic air contaminant, or as
guidelines to be used in preparing health risk assessments.

The Panel welcomes written comments or submissions from all
parties regarding a report. To assure adequate review, the Panel
does not accept oral comments from the public at its meetings,
and requests that information submitted for its consideration be
sent to the Panel Liaison (contact information below) no later
than two weeks prior to the meeting. These submissions are
received and carefully reviewed and considered by the Panel
members prior to the public meeting.
