Joint meeting with the Air Resources Board The Scientific Review Panel will brief the Air Resources Board (ARB) on the Panel’s past and ongoing activities in the air toxics program. The Panel will then continue with its regularly scheduled meeting in the Sierra Hearing Room. 2. Continuation of the Panel’s review of the draft report, “Endosulfan Risk Characterization Document” (revised, February 2008) The Panel will continue its review, begun in September and continued in December, of a draft report by the Department of Pesticide Regulation (DPR) proposing to identify endosulfan as a toxic air contaminant. Endosulfan is a broad-spectrum, non-systemic insecticide and acaricide used to control insects in a wide variety of vegetables, fruits, grains, cotton, and tea, as well as ornamental shrubs, vines, and trees. Review of draft report “Air Toxics Hot Spots Program Technical Support Document for the Derivation of Noncancer Reference Exposure Levels” (November, 2007) The Office of Environmental Health Hazard Assessment (OEHHA) will present a report describing the methodology for developing acute, 8-hour, and reference exposure levels (RELs) used in non-cancer risk assessments. Pursuant to Health and Safety Code section 44360(b)(2), OEHHA must develop health risk assessment guidelines under the Air Toxics Hot Spots Program. This report replaces and updates previous acute and chronic Technical Support Documents and addresses the mandate under the Children’s Environmental Health Protection Act (SB 25, 1999; Health and Safety Code sections 39669.5 et seq.) to ensure that risk assessment methods adequately protect infants, children, and other sensitive subpopulations. In addition this report contains proposed RELs for six chemicals: acetaldehyde, acrolein, arsenic, formaldehyde, manganese, and mercury illustrating new guidelines and health protective levels for these compounds. http://www.oehha.ca.gov/air/hot_spots/crnr110207.html 4. Continuation of the Panel workshop on setting priorities in the toxic air contaminant identification program ARB, DPR, and OEHHA prepare reports that evaluate the health effects that may result from exposure to substances that are proposed to be identified as toxic air contaminants. The departments give priority to substances based on the risk of harm to public health, emissions, manner of usage and exposure to the substance, persistence in the atmosphere, and ambient concentrations in the community (Health and Safety Code section 39660(f) and Food and Agricultural Code section 14022(e)). Departmental staff will continue their presentations from the previous meeting in December which describe how priorities are presently set. Continuation of the Panel’s review of the draft Reference Exposure Levels for acrolein, acetaldehyde, arsenic, mercury, manganese, and formaldehyde (December 2008) The Panel will continue its review of these reference exposure levels (RELs) developed utilizing the recently approved methods for developing acute, 8-hour, and chronic health protective levels RELs used in non-cancer risk assessments. Pursuant to Health and Safety Code section 44360 (b) (2), the Office of Environmental Health Hazard Assessment (OEHHA) must develop health risk assessment guidelines under the Air Toxics Hot Spots Program. These guidelines include RELs. Some of the proposed RELs are new and others will replace older values. The new RELs address the mandate under the Children’s Environmental Health Protection Act (SB 25, Escutia, 1999; Health and Safety Code sections 39669.5 et seq.) to ensure that risk assessment methods adequately protect infants, children, and other sensitive subpopulations. Upon completing its review, the Panel will prepare its findings and submit them to the OEHHA Director. Continuation of the Panel’s review of the draft report “Air Toxics Hot Spots Risk Assessment Guidelines Part II: Technical Support Document for Cancer Potency Factors” (December 2008) The Panel will continue its review of the report containing revised methodologies for developing cancer unit risks and potency factors for chemicals in the Air Toxics Hot Spots program. This program (AB 2588, Connelly, 1998) requires stationary sources to report substances released into the air by collecting emission data to ascertain health risks. Pursuant to Health and Safety Code section 44360 (b) (2), OEHHA must develop health risk assessment guidelines under the Air Toxics Hot Spots Program. This document replaces and updates previous guidelines for cancer risk assessment by revising the procedures for deriving and applying cancer potency factors to address information that suggests that children may be especially susceptible to certain carcinogens. These procedures address the mandate under the Children’s Environmental Health Protection Act (SB 25, Escutia, 1999; Health and Safety Code sections 39669.5 et seq.) to ensure that risk assessment methods adequately protect infants, children, and other sensitive subpopulations.
