SB 1383 establishes targets to achieve a 50 percent reduction of disposed organic waste from the 2014 level by 2020 and a 75 percent reduction by 2025. The law also establishes a target that not less than 20 percent of disposed edible food is recovered for human consumption by 2025. The law grants CalRecycle the regulatory authority required to meet the organic waste disposal reduction targets. These programs, the HDVIP (also known as the roadside program) and the PSIP (also known as the fleet program), remain in force today and are currently CARB’s primary HD vehicle screening programs to detect excess opacity emissions from in-use trucks. While these programs have been effective, they were established before the use of diesel particulate filters (DPFs), which come new on 2007 and later model year engines. Amendments to warranty provisions are an important part of that measure. The State SIP Strategy is critical for attaining federal health-based air quality standards for ozone in 2023 and 2031 in the South Coast and San Joaquin Valley air basins, as well as fine particulate matter standards in the next decade. CARB is considering lengthening the required warranty period for HDVs because the current warranty period does not reflect real-world longevity and because longer warranty periods would result in lower NOx emissions. Class 8 HDVs frequently operate upwards of a million miles before major overhaul is needed, but they are required to be warranted for only 100,000 miles under CARB and U.S. EPA regulations. Classes 4 through 7 HDVs also have relatively short warranty periods compared to when major overhaul is needed. With longer required warranty periods, manufacturers would need to design more durable emission control systems and components. A proposal for longer HDV emission warranty periods is scheduled for Board consideration in December 2017.
