TTY/TDD/Speech to Speech users may dial 711 for the California Relay Service. BACKGROUND: Assembly Bill (AB) 32, the California Global Warming Solutions Act of 2006, requires California to reduce statewide GHG emissions to 1990 levels by 2020 and to maintain and continue reductions beyond 2020. As part of this effort, the Air Resources Board (ARB) has developed a Cap-and-Trade program that limits statewide emissions from sources responsible for 85 percent of greenhouse gases and creates a financial incentive for clean and efficient technologies. Under the program, a portion of the allowances required for compliance are auctioned. The State portion of the proceeds from these auctions will be used to fund projects to reduce greenhouse gas emissions, consistent with State law. In September 2012, the Legislature passed and Governor Brown signed into law two bills – AB 1532 (Pérez, Chapter 807) and Senate Bill (SB) 535 (De León, Chapter 830) – that together establish a framework for developing an investment plan for projects and programs to be funded with Cap-and-Trade auction proceeds. SB 535 further requires that 25 percent of the proceeds that will be expended benefit disadvantaged communities and at least 10 percent of the proceeds expended be invested in projects located within those communities. The Department of Finance (Finance), in consultation with the ARB and other state entities, will develop and submit to the Legislature a three-year investment plan for the auction proceeds. The investment plan will identify the State’s greenhouse gas reduction goals and priority programs for investment of proceeds to support achievement of those goals. Funding will be appropriated to State agencies by the Legislature and Governor through the annual Budget Act, consistent with the plan. NOTICE: The Air Resources Board (ARB or the Board) invites you to participate in a public workshop on September 17, 2013, in Diamond Bar, California, to discuss updates to the Zero Emission Bus (ZBus) regulation and to explore the status of, and future developments to, ZBus technology and related systems. At this workshop, ARB will establish the continued need for ZBus technology development. ZBus manufacturers and technology providers will discuss the current state of zero-emission bus technology and where they anticipate this technology will be in the near, and medium term future. In addition, transit agencies will share their experiences with procuring zero emission buses, operating within urban fleets, and maintenance challenges and opportunities. Staff plans to hold additional workshops following this workshop to explore regulatory options and to take comments on draft amendments prior to taking the regulatory package to the Board in May 2014. Details of the workshop are as follows: Date: September 17, 2013 Time: 9:00 a.m. – 5:00 p.m. Location: South Coast Air Quality Management District 21865 Copley Drive Diamond Bar, CA 91765 Participants are encouraged to attend in person. A “Go To Webinar” will be set up to accommodate those who are unable to attend in person. The “Go To Webinar” sign up information along with a final agenda will be posted on the ZBus website seven days before the meeting. STAFF CONTACT: For more information on this workshop please contact Mr. Gerhard Achtelik, Manager, at (916) 323 8973 or via email at gachteli@arb.ca.gov , or Ms. Lesley Stern, Air Resources Engineer, at (916) 323 2913 or via email at lstern@arb.ca.gov. BACKGROUND: The Zero Emission Bus regulation, first adopted in 2000, applies transit agencies with 200 or more urban busses. The regulation requires 15 percent of new buses purchases must be zero emission. The regulation was amended in 2006, the Board pushed off the purchase requirement to 2010, but gave the executive officer (EO) the ability to suspend the requirement so long as cost, durability and performance remained issues. The EO has suspended the purchase requirement indefinitely since 2010. The board will be considering changes or amendments to regulation which may affect the 15 percent purchase requirement. The Air Resources Board will conduct a public hearing to consider the proposed amendments during its October 24-25, 2013, Board Meeting. The Staff Report and Hearing Notice are available at this link: http://www.arb.ca.gov/regact/2013/zev2013/zev2013.htm Background: The California Air Resources Board (ARB or the Board) first adopted the Zero Emission Vehicle (ZEV) requirement in 1990 as part of the Low Emission Vehicle regulation. Although it has been modified several times over the years, it remains an important regulation for meeting California’s air quality and greenhouse gas (GHG) reduction goals and has spurred many new technologies that are being driven on California’s roads today. The Board’s motivation has always been to have zero emission technologies available on a commercial scale as quickly as possible. Manufacturers are required to produce a number of ZEV and ZEV-enabling technologies each year. ====================================================================== You are subscribed to the zev-program mailing list. BY NOTICE dated February 5, 2013, and published in the February 15, 2013, California Regulatory Notice Register, Register 2013, No. 7-Z, the Air Resources Board (Board or ARB) announced it would conduct a public hearing to consider amendments to the Clean Fuels Outlet regulation that would have required the installation of hydrogen fueling stations once the number of zero-emission hydrogen fuel cell vehicles reached a certain threshold. The hearing was scheduled for September 26, 2013, at 9:00 a.m. PLEASED BE ADVISED that the proposed hearing to consider amendments to the Clean Fuels Outlet regulation has been CANCELLED. To view this information, please visit the 2012 ZEV Credits website located at http://www.arb.ca.gov/msprog/zevprog/zevcredits/2012zevcredits.htm For more information please contact the Office of Communications at (916)322-2990 or (800)242-4450. Background: In 1990, the ARB adopted an ambitious program to significantly reduce the environmental impact of light-duty vehicles through commercial introduction of ZEVs into the California fleet. The ZEV Regulation remains critically important in meeting California's health-based air quality goals and greenhouse gas reduction goals, and has spurred many new technologies that are being driven on California's roads today, such as battery electric vehicles, fuel cell electric vehicles, plug-in hybrid electric vehicles, and hybrid electric vehicles.
