All State agencies with jurisdiction over sources of GHG emissions were directed to implement measures to achieve reductions of GHG emissions to meet the 2030 and 2050 targets. However, it is projected that even when the entire on-road fleet of heavy-duty vehicles operating in California is compliant with the 2010 NOX emission standards, the upcoming National Ambient Air Quality Standards (NAAQS) requirements for ambient particulate matter and ozone will not be achieved in California without further significant reduction in NOX emissions from the heavy-duty vehicles. The main goal of this project was to demonstrate that modern heavy duty engines can achieve a target of 0.02 g/bhp-hr for tailpipe NOX emission, which represents a 90% reduction from the 2010 standard, with currently available control technology. An additional goal of the project was that the final configurations of engine and aftertreatment systems should be consistent with a path toward meeting current and future heavy-duty greenhouse gas (GHG) and fuel economy standards. CHIT is a Geographical Information System-based tool developed in the ArcGIS environment to assess the spatial distribution of the gap between the coverage provided by existing and funded hydrogen stations and the potential first adopter market for fuel cell electric vehicles. All State agencies with jurisdiction over sources of GHG emissions were directed to implement measures to achieve reductions of GHG emissions to meet the 2030 and 2050 targets. CARB was directed to update the AB 32 Scoping Plan. CARB and other State agencies are identifying the suite of programs, regulations, incentives, and supporting actions needed to continue driving down emissions and ensure we are on a trajectory to meet our mid- and long-term climate goals. AB 398, signed into State law on July 25, 2017, clarifies the role of the Cap-and-Trade Regulation through December 31, 2030, within the State’s climate strategy. The 2017 Scoping Plan describes the actions the State will take to achieve the SB 32 climate goals of reducing GHGs at least 40 percent below 1990 levels by 2030. It outlines an approach that cuts across economic sectors to combine GHG reductions with reductions of smog-causing pollutants, while also safeguarding public health and economic goals. The 2017 Scoping Plan includes input from a range of State agencies. It is also the result of a two-year development process including extensive public and stakeholder outreach designed to ensure that California’s climate and air quality efforts continue to improve public health and drive development of a more sustainable economy. This Scoping Plan Update will reflect the direction from the legislature on the Cap-and-Trade Program, as described in AB 398, the need to extend the key existing emissions reductions programs, and acknowledges the parallel actions required under AB 617 to strengthen monitoring and reduce air pollution at the community level.
