Funding for Communities, Local & Tribal Government

There are many upcoming opportunities to improve access to clean transportation and fund mobility projects in your community. Clean transportation choices can range from bike share to zero-emission car share services, and offer affordable, clean transportation solutions for low-income residents within disadvantaged, low-income and tribal communities. Clean transportation options also deliver health, environmental, and economic benefits. The light-duty Current Projects in Action page provides examples of clean transportation solutions operating in communities throughout California.




Funding Opportunities for Community Mobility Projects



Car Sharing & Mobility Options

▶ Clean Mobility Options Voucher Pilot Program (CMO)

New voucher-based funding opportunity for communities to conduct transportation needs assessments and to implement mobility projects (i.e. zero-emission carsharing, bikesharing, and innovative transit services) in disadvantaged, low-income, and tribal communities. CMO offers:

  • Up to $50,000 for needs assessments, and up to $1 million for mobility projects.
  • Free technical assistance on an ongoing basis for application and project development, and implementation.

In 2020, $21.15 million was awarded to public agencies, tribal governments, and nonprofits. Funding and timing for 2021 projects have not been announced. Check for upcoming meetings to discuss funding and timing for future voucher windows.

Car Sharing & Mobility Options

▶ Sustainable Transportation Equity Project (STEP)

  • New pilot that takes a community-based approach to overcoming barriers to clean transportation and mobility.
  • In 2020, $19.5 million was awarded to local governments and community-based organizations to reduce greenhouse gas emissions, increase access to key destinations, and address community residents’ transportation needs by funding planning, clean transportation, and land use projects.

Car Sharing & Mobility Options

▶ Clean Mobility in Schools Pilot Project

The Clean Mobility in Schools Pilot Projects, which are located within disadvantaged communities, intend to encourage and accelerate the deployment of new zero-emission school buses, school fleet vehicles, passenger cars, lawn and garden equipment, and can incorporate alternative modes of transportation like transit vouchers, active transportation elements, and bicycle share programs.

  • El Monte Union High School District, $9.8 million.
    Project will be implemented at six high schools and one bus garage.
  • San Diego Unified School District, $9.8 million.
    Project will be implemented at Lincoln High School and 14 nearby elementary and middle schools.
  • Stockton Unified School District, $4.9 million.
    Project proposes a phased approach to make the most significant changes as soon as possible, while creating a master plan detailing the most effective way to achieve a fully zero-emission school district.






Light-Duty Vehicle Incentives for Public Fleets

Clean Vehicle Rebate Project (CVRP) for Public Fleets

Local, State, and tribal government entities can get up to $7,000 to purchase or lease new advanced light-duty technology vehicles, including plug-in hybrid electric (PHEV), battery electric (BEV), and fuel cell electric vehicles (FCEV) - up to 30 rebates per year. Increased rebates for fleets operating in disadvantaged communities available!
