The Advanced Transportation Incentive Strategies Section within the Mobile Source Control Division is seeking an Air Pollution Specialist (APS) to join a team of professional staff that oversee a suite of innovative Low Carbon Transportation equity incentive projects designed to increase access to zero-emission and near-zero emission vehicles throughout California as part of the implementation of the recommendations within the Senate Bill 350 Low-Income Barriers Study, Part B: Overcoming Barriers to Clean Transportation Access for Low-Income Residents.  These exciting projects include, but are not limited to, the Financing Assistance for Lower-Income Consumers, the Clean Vehicle Rebate Project, and Clean Mobility Options.  In addition, many of these projects focus on increasing access to clean transportation and mobility options for lower-income residents, including those living in low-income and disadvantaged communities. 

This position may be filled in either our Sacramento or El Monte office.

CARB is implementing the next level of air monitoring and is seeking a motivated, resourceful, and innovative individual with strong scientific knowledge and technical abilities to join our new and exciting community and greenhouse gas monitoring team. The incumbent will deploy and maintain GHG analyzers throughout the state, coordinate with other ARB and district staff to secure right of entry including preparing appropriate documentation and gaining necessary approvals, and perform community monitoring.  Duties for this position also include being responsible for reviewing and evaluating data from the GHG network, conducting quality control measures and reporting the resulting data.

Staff Air Pollution Specialist

ECARS

The Advanced Clean Cars Branch's (ACCB) mission is to foster a sustainable market for zero and near zero emission light-duty technologies through regulation and complementary policies. The Zero Emission Vehicle Infrastructure Section within ACCB is responsible for developing, implementing and assessing complimentary policies for the zero emission vehicle (ZEV) regulation that primarily include infrastructure development and fuel cell technology assessments.

This position will fill the need of a hydrogen program expert to work with automotive and station developers, other hydrogen stakeholders including state and local agencies. The position will be responsible for working with a wide range of government and private stakeholders performing duties related to the development and implementation of additional measures relating to achievement of zero emission vehicle goals.

Air Resources Engineer

The Testing and Certification Section is seeking a self-motivated, well-rounded individual with strong scientific knowledge and technical skills, excellent written and oral communication skills, strong analytical and problem-solving skills, and the ability to work effectively in both individual and team environments. The candidate must be dependable, personable, and possess a “can do” attitude.  The successful candidate will work closely with other engineering and technical staff to certify components designed to control evaporative emissions, and assist in the development of regulations to reduce emissions from off-road mobile sources.  Experience or knowledge of mobile source certification and test procedures, and the regulation development process are highly desirable.

Air Pollution Specialist

Research Division

The Climate Action and Research Planning Section has an immediate opening for a staff person to oversee the agency’s efforts to promote local government planning and implementation of strategies to reduce greenhouse gas emissions. The incumbent will be responsible for assessing, developing, and improving tools, resources, and other strategies for use by local governments, as well as small businesses and households, to be hosted on CARB’s CoolCalifornia.org website. Responsibilities include overseeing research to fill knowledge gaps, developing technical reports and tools, quantitative evaluation of the efficacy of greenhouse gas reduction strategies (municipal energy, waste, land use and transportation planning and policies), and tracking strategy implementation. This position requires extensive coordination within CARB, and with academia, government, and other organizations to keep CARB apprised of the current state of research and to unify and integrate efforts and tools. The most competitive candidates will have a strong working knowledge of local government climate planning, including development of municipal climate action plans and/or related elements of local general plans, and experience quantifying greenhouse gas emissions (e.g., for greenhouse gas inventories or CEQA). Experience with Drupal, databases (e.g., Access or MySQL), and/or geographic information systems (GIS) is a plus, as is familiarity with emerging mobility innovations and “smart cities.”

Information Technology Specialist I

The Office of Information is seeking three IT Specialist I’s (IT Spec I) programmers to assume M&O programming support for three contract-developed applications. The application development projects stem from new AB 617 legislation designed to increase clean air in disadvantaged communities. The projects begin summer to fall 2018. Programmers use Team Foundation Services to store source code, track business requirements, and automate deployments. Applications are typically .Net MVC C#/SQL or open source such as PHP/MySQL, Python, or Drupal. Many new projects have GIS elements, often developed in-house via CARB’s ESRI infrastructure.

Monitoring and Laboratory Division

 The Incident Air Monitoring Section (IAMS) is seeking an enthusiastic and motivated technical professional to help develop, implement, and coordinate strategies for an incident response air monitoring program.  This position performs planning, as well as operational and analytical assignments in emergency management and air monitoring field operations supporting responses to wildland fires, prescribed fire projects, and industrial incidents.  IAMS assists affected communities during air contamination incidents by preparing for and performing timely, accurate, and relevant air quality measurements that produce public health recommendations.  Responsibilities include serving as an expert in instrument application and use; developing and improving existing capabilities for collection of incident-related information; and producing technical reports, plans, and summaries.  The ideal candidate must be a quick learner, demonstrate a strong work ethic, possess excellent written and verbal communication, and be skilled at implementing technical programs while working proactively and cooperatively with local, State, and federal partners.

The Section is focused on identifying opportunities for CARB to accelerate the use of zero and near-zero emission technologies used in the freight system. Climate Investments Branch is looking for a creative, analytical and diplomatic Staff (APS) to work in its Climate Investments Benefits Section.  The Freight Incentives Section is recruiting for a Staff Air Pollution Specialist (SAPS) to advise multiple branches on how to integrate incentives (financial and other) with new zero-emission regulations in development for freight industry sectors, including ships at berth, harbor craft, cargo handling equipment, locomotives, drayage trucks, and transport refrigeration units.  This Staff APS will play a key role across the Division in crafting and recommending creative solutions to allow for expanded use of equipment and infrastructure incentives in the implementation phase of new regulations, in close coordination with technical experts, regulatory staff, and attorneys.  This position will also be responsible for coordinating on freight policy and regulatory strategy with the Mobile Source Control Division as it pursues zero-emission rulemakings.
