Are you interested in joining the heart of the California Air Resources Board (CARB) operations providing data that drives CARB decision-making?  Are you responsible, motivated, like to travel, and work independently?  If so, join the Air Monitoring South Section (AMSS) in the Monitoring and Laboratory Division as an Air Resources Technician II.  AMSS staff are responsible for the operation and maintenance of air monitoring instrumentation and equipment, data validation, and monitor calibrations performed at air monitoring stations throughout the Central Valley and on the coast of California.  The successful candidate will be responsible for analyzing real-time ambient air data; collecting samples for laboratory analyses; assisting with installation and modification of air monitoring instrumentation and equipment; participating in special studies; and providing the quality data that helps define the nature, extent, and trends of California’s air pollution issues.

Air Resources Engineer.
ECARS

On-Road Light-Duty Certification Section (ONRLDCS) is seeking an engineer enthusiastic in seeing to it that only new clean vehicles are certified for sales into California that meet California Air Resources Board’s (CARB) very stringent emission standards and requirements for both criteria pollutants (HC, CO, NOx, PM, etc.) and greenhouse gas.  By applying your knowledge in engine and emissions control engineering and automotive emissions testing, you will ensure to be certified only the vehicles that are equipped with advanced engine and emission control technologies, controlled by proper emissions control strategies, software and calibration, and having been properly tested.   The Air Resources Engineer (ARE) positions in ONRLDCS are involved in the evaluation and processing of manufacturer’s applications for the annual certification of passenger cars, light-duty trucks, medium-duty vehicles, on-road motorcycles, and off-highway recreational vehicles (e.g., dirt bikes, ATV, sandcars).  To carry out the certification mission, the ARE will hold meetings with manufacturers to discuss their annual products planning to meet new emission standards and requirements, durability and emissions test plans, durability and emission test data, and the design of how the emission control systems are functioning and controlled under varying operating conditions.  As warranted, the ARE will conduct confirmatory and screening tests of the manufacturer’s certification vehicles before the certification Executive Order is granted.

Typical assignments involve data collection, data analysis, literature review of technical papers, programming and preparing reports to support the development and refinement of on-road and off-road emissions inventory models.  Knowledge of computer programming language such as Python, SQL, and/or VBA is desired, but not required, as we will provide on-the-job training.

CARB’s Research Division is looking for a dynamic, collaborative, well-trained, and hard-working researcher to join the Emission and Exposure Research Section (EERS or Section).  The Section is at the forefront of conducting next generation air pollution and climate emissions research, and is responsible for conceptualizing and coordinating the use of advanced methods including satellites, aircrafts, drones, ground-based tools like mobile platforms, remote sensing systems, flux towers, infrared imagers, as well as personal and local air monitoring systems. 

We will not consider a Training and Development candidate for this position.

Air Resources Supervisor II

Do you want to lead a team of motivated, hardworking multidiscipinary staff taking innovative steps to reduce emissions from the oil and gas sector?  The Industrial Strategies Division (ISD) is looking for a colloborative minded Branch Chief who is comfortable with high profile and highly technical project areas requiring coordination both across and outside the agency. 

The Oil and Gas and GHG Mitigation Branch is responsible for developing regulatory and other programs to: reduce the air quality impacts of oil and gas extraction (including hydraulic fracturing techniques); processing, storage, and distribution; and transmission and distribution as well as design and implement elements related to the Low Carbon Fuel Standard (LCFS); review refinery operations to support the division activities, and other actions to achieve additional emission reductions; and evaluate opportunities for carbon capture and sequestration (CCS). This Branch Chief will work in close partnership with other Branch Chiefs within ISD and other divisions within the California Air Resources Board (CARB).  The branch will also coordinate with local air districts, the Division of Oil, Gas, and Geothermal Resources, and the Public Utilities Commission.  This branch provides technical evaluations and studies to determine the feasibility, cost effectiveness, environmental and social-economic impacts of control strategies and regulations. The branch is responsible for: 1) natural gas analysis, particularly of emissions from production to distribution, 2) oil production and supply analysis, and 3) support for high profile priorities including hydraulic fracturing and the LCFS.  We are looking for a Branch Chief with strong communication and analytical skills in order to successfully implement these high profile and highly technical project areas.  The Branch Chief must be comfortable coordinating closely with fellow branch chiefs and leading a diverse staff of highly qualified scientists and engineers.

Air Resources Supervisor II

ISD

The Industrial Strategies Division is seeking a Branch Chief to lead California’s world-class fuels programs.  The Transportation Fuels Branch is charged with the continued development and the implementation of the Low Carbon Fuel Standard (LCFS) as well as other aspects of California’s fuels programs.

The branch is organized into four sections with strong technical staff that are responsible for developing and implementing the LCFS regulation, including evaluating the carbon intensity of fuel pathways using full life cycle analyses, crediting of zero emission vehicle fueling infrastructure, estimating indirect land-use changes for crop-based fuels, overseeing the monitoring and reporting of regulated parties, and implementing other aspects of the LCFS regulation.  The branch also oversees other aspects of California’s fuel programs.

The Branch Chief is responsible for coordinating our fuels programs at a policy and technical level with other programs within ARB, including Cap-and-Trade, the State Implementation Plan, and Research.  The Branch Chief is also responsible for coordinating with local air districts, the California Energy Commission, the California Public Utilities Commission, the U.S. Environmental Protection Agency, and other jurisdictions that have or are developing clean fuel programs.

The analyses conducted by the branch are highly technical and include determining the feasibility, cost-effectiveness, and environmental and social-economic impacts of control strategies and regulations.  Staff utilizes complex models and databases, including GTAP, GREET, OPGEE, REMI, and the LCFS Reporting Tool (LRT).

We are looking for a creative problem-solver with strong leadership and analytical skills to take on this opportunity.

Air Pollution Specialist

The Market Monitoring Section of the Climate Change Program Evaluation Branch in the Industrial Strategies Division has an opening for an enthusiastic and team-oriented Air Pollution Specialist (APS) to serve in a critical role for the operation and  oversight of the California Cap-and-Trade Program and to assist in potential future amendments of the

Cap-and-Trade Regulation. The APS will become a subject matter expert in the Cap-and-Trade Regulation and in the oversight of entities covered by the Cap-and-Trade Regulation.  The incumbent will provide an understanding of economic analysis of market behavior, application of analytical tools to market monitoring, as well as an understanding of the interactions between greenhouse gas markets and related markets, in particular energy markets.  The incumbent will develop tools and methods for near-term and long-term assessments of the carbon market that will be able to incorporate interactions with complementary policies.  The incumbent will also develop analyses of the distribution of costs from potential amendments to regulatory requirements involving the control of greenhouse gas emissions and provide assessments of macroeconomic impacts.  The incumbent will utilize the analytical results as part of teams engaged in market oversight, surveillance, and compliance, as well as for the production of specialized and periodic market reports.  This will include providing analytical support related to auctions, coordinating with linked jurisdiction staff, and supporting covered entity registration and account management.

OIS is seeking an IT Specialist I (IT Spec I) Microsoft SQL Server Database Administrator to lead or assist in the most complex database development projects. These may include data warehouse development. Multiple clean air projects based on Assembly Bill 617 and Senate Bill 1 will provide extensive emissions data used across divisions and provided for general public. The IT Spec I will play a key role assessing data-related design concepts contractors' present and assist in developing and supporting their products. In addition to project work, the IT Specialist I will maintain and tune existing SQL databases, ensure their uptime and security, develop or recommend database standards and policies, and document and maintain a data disaster recovery plan.
