Monitoring and Laboratory Division

The Quality Assurance Section is responsible for (i) operating a Standards Laboratory to provide certification and verification services of calibration and monitoring instruments, compressed gases, and measurement devices used by ARB and local air districts; and (ii) verifying the precision and accuracy of all ambient air data generated and collected by the State, local, and private air monitoring agencies in the California network.  As Quality Assurance/Quality Control (QA/QC) Officer, the incumbent will be responsible for the development, implementation, and performance of the Standards Laboratory quality management system.  In addition, the incumbent will assist with conducting air monitoring station performance audits and special events monitoring activities.

Air Resources Technician I (Permanent Intermittent)

Monitoring and Laboratory Division/ Quality Management Branch

The Testing and Certification Section is responsible for developing and administering regulations related to abrasive blasting products, independent source test contractors, outboard marine tanks (OMT), portable fuel containers (PFC), and small off-road engines (SORE).  The section also performs certification testing of abrasive blasting products and evaporative emissions testing of OMT, PFC, and SORE.  The incumbent will primarily assist engineering staff in performing emissions and certification testing of abrasive blasting products, independent source test contractors, OMT, PFC and SORE.  The incumbent may also assist in performing ambient air monitoring and its associated quality assurance/quality control functions.

The Quality Management Section is responsible for ensuring that the California Air Resources Board (ARB) meets the federally mandated Primary Quality Assurance Organization (PQAO) responsibilities.  The PQAO is responsible for the quality mangement (QM) activities that support California's ambient air monitoring program.  Specifically, the section will provide quality assurance oversight of the PQAO districts.  The incumbent will serve as liaison between the local air monitoring agencies and ARB; coordinate and communicate quality assurance/quality control information; develop and manage a comprehensive air monitoring training program; review and inspect local agency air monitoring programs for compliance with the collection, analysis, validation, and reporting of ambient air monitoring data; identify and resolve problems; and assist with conducting air monitoring station performance audits and technical system audits.

The Vapor Recovery Regulatory Development Section is responsible for developing rules for certifying and testing vapor recovery systems for gasoline marking operations (gas stations, bulk plants, and bulk terminals), and conducting special studies to quantify emissions and to identify new methods to further reduce emissions.  This is a unique opportunity for an individual interested in taking on high profile rulemaking assignments and being part of a highly skilled team which conducts field testing to support those rules.  The Air Pollution Specialist selected for this position will be the branch lead staff person for all aspects of the rulemaking process including preparing rulemaking documents, presenting proposals at workshops and public hearings, working closely with air districts, developing alternatives for management to consider, and conducting economic analysis.  The ideal candidate must have an extremely high work ethic, possess excellent written and verbal communication skills, must be willing to work overtime and to travel, and must consistently exhibit a genuine desire to contribute to the success of this important program.

The Compliance and Reporting Assistance Section seeks a customer-service oriented individual to assist heavy-duty diesel vehicle and equipment owners in understanding and complying with CARB's in-use heavy-duty diesel regulations.  These regulations are a key strategy in the reduction of harmful pollutants from diesel engines in California.  The individual will primarily answer calls to CARB’s 8666DIESEL Hotline from thousands of regulated businesses, provide callers with information about compliance options, and keep records of their conversations.  The assistance provided by the Diesel Hotline has played a vital role in making sure the regulations achieve their maximum benefit.  The section also provides assistance to other groups at CARB to help achieve the air quality goals of the agency.

If you are enthusiastic, a team player, and want to work on a variety of projects that make a difference to the environment, this job might be for you.  The Strategic Planning and Development Section in the Mobile Source Control Division works on a variety of Regulations and programs to reduce emissions from heavy duty trucks.  These include developing a heavy duty inspection and maintenance program (HD I/M - like smog check for big trucks), reducing greenhouse gas emissions from vehicles by requiring aerodynamic devices, low rolling resistance tires, more efficient engines and drivetrains and other technologies, evaluating the potential to use remote telematics as part of an HD I/M program, and tracking automated and connected vehicle technologies.

The Climate Change Program Evaluation Branch's Program Development Section has an opening for an Air Pollution Specialist to conduct a variety of activities related to development and analysis of California's greenhouse gas Cap-and-Trade Program (Program).  The Program Development Section is responsible for policy development and implementation of allowance allocation to electrical distribution utilities, natural gas utilities, and industrial entities in the Program. The position will work with electrical distribution utilities, electricity marketers, and electricity generators and importers, among other stakeholders, to ensure that Program policies are developed and implemented in accordance with State greenhouse gas and other policies.
