OIS is seeking an Information Technology Specialist I (IT Spec I) for the Tech Support Unit, to administrate and deploy patches and software packages for IT hardware and software services throughout CARB. The IT Spec I will be responsible for providing support services that include testing and release management of patches for various hardware and software products, developing software packages for desktops and servers, administrating the software management suite, and providing regular reports and updates to stakeholders.

The Business Management Branch is seeking a self-starter who is interested in working in a fast paced, highly technical and constantly evolving environment.  The incumbent plans, develops, organizes and conducts initiatives designed to improve the safety preparedness of California Air Resources Branch (CARB) employees at Southern California work locations. The Incumbent will perform difficult industrial hygiene work in connection with the health and safety of departmental staff, research on problems of occupational hazards, investigate complaints of unhealthful working conditions and recommends corrective action. The incumbent will develop, implement, and maintain CARB’s Injury and Illness Prevention Program, Field Safety Manual, Hazard Communication Program, Chemical Hygiene Plan, and other related health and safety programs for employees who perform a variety of office, laboratory, and field activities. In addition, the incumbent will design and develop a health and safety training plan for the prevention of occupational injuries and illnesses and to comply with California Occupational Safety and Health Administration regulations.

Information Technology  Specialist I

Office of Information Services Division 

The Office of Information is seeking three IT Specialist I’s (IT Spec I) programmers to assume M&O programming support for three contract-developed applications. The application development projects stem from new AB 617 legislation designed to increase clean air in disadvantaged communities. The projects begin summer to fall 2018. Programmers use Team Foundation Services to store source code, track business requirements, and automate deployments. Applications are typically .Net MVC C#/SQL or open source such as PHP/MySQL, Python, or Drupal. Many new projects have GIS elements, often developed in-house via CARB’s ESRI infrastructure.

The Technology Assessment Section is seeking a Staff Air Pollution Specialist (SAPS) to serve as the AB-617 Technology Clearinghouse subject matter expert, with an emphasis in advancing cost-effective stationary source control technology and equipment turn-over to zero or near-zero emission level equipment.  The SAPS will facilitate efforts to advance stationary emission sources toward zero and near zero emission levels, especially under AB 617 Community Emission Reduction Programs.

Air Resources Engineer

The Industrial Strategies Division is recruiting for an Air Resources Engineer vacancy.  The Industrial Strategies Division's climate change program is the central point of contact and leadership for the development of programs to implement the Global Warming Solutions Act of 2006.  Under direction of the Air Resources Supervisor I, this position will participate as a member of high level technical (engineering and scientific) teams established to address policy and technical issues associated with the development of plans for reduction of Greenhouse Gas (GHG) emissions related to internationally linked Cap-and-Trade programs.  The incumbent will provide specialized expertise to develop market tracking and auction and reserve sale systems, business rules, and manage contracts related to auction administration and related financial administration services.  The incumbent will provide expertise in preparation of reports which define California’s short and long-term strategies for achieving GHG reductions, evaluate the impacts of climate change, and present strategies to mitigate those impacts.  The incumbent will develop recommendations based on technical analyses and support the California Air Resources Board’s (ARB) participation in national and regional forums.  The incumbent will develop a variety of reports, briefing papers, speeches and presentations, and will work with management to evaluate proposals and recommend creative solutions to climate change challenges.

"The Toxics Control Section is looking for a highly motivated, self-starting ART II to assist in CARB’s implementation of the Composite Wood Products Airborne Toxic Control Measure (ATCM), which protects public health throughout California by reducing formaldehyde emissions from composite wood products.  The ART II will assist with:  developing advisories, interpreting the ATCM for regulated entities, reviewing and evaluating no-added formaldehyde-based resins and ultra-low emitting formaldehyde resins applications, and reviewing third-party certification applications and reports.  The ART II will also assist staff in the development and implementation of the amendments to the Hexavalent Chromium ATCM.”

Air Pollution Specialist

The Population Studies Section is seeking a motivated team player with an enthusiastic attitude and the dedication to work on some of the most important issues of our time. Some of the ARB’s highest priorities are examining how air pollutants, climate change, and public policy impact public health. We are seeking an applicant with expertise in the health sciences, a strong background in statistical analysis, and a desire to work with a diverse team of ARB scientists on research that helps to provide the information used as the basis of many of ARB’s air pollution and climate change regulatory activities. The responsibilities of the candidate will include work on research projects that investigate issues related to the health impacts of air pollution statewide, at the regional level, and in local communities. The successful candidate will also investigate ways that sustainable community design can affect air pollution exposures and public health. Effective communication of health research results to management, the general public, local air districts and Members of the Board is an essential component of this position. The ability to work effectively and cooperatively with a diverse stakeholder group including the public, other government agencies, and research organizations, and strong interpersonal and leadership skills are necessary. The ability to work proactively and efficiently on multiple projects with firm deadlines is expected. Familiarity with methods and protocols employed to evaluate how exposure to air pollution impacts people and communities is helpful. Experience in health and exposure assessments, environmental physiology, epidemiology, and GIS are also helpful, but not required. 

We will not consider a Training and Development candidate for this position.
