Contract 03-345 consists of two completely separate, but related projects. The first project, "Evaluation of Portable Emissions Measurement Systems (PEMS) for Inventory Purposes and the Not-To-Exceed Heavy-Duty Diesel Engine Regulation" was a research project that involved evaluating gaseous and particulate matter (PM) portable emissions measurement systems (PEMS) under laboratory conditions (backup generator and chassis dynamometer testing). The second project, "Measurement Allowance Project - On-Road Validation" was conducted to provide regulatory support for the implementation of the in-use compliance regulation for on-road heavy-duty diesel engines (HDDEs) and was conducted as part of the Measurement Allowance Program for HDDEs. This second project also involved the use of PEMS and included laboratory engine testing, but focused on gaseous emissions, and in-the-field, on-board vehicle emissions testing using both PEMS as well as laboratory grade analyzers.
