On-Road Heavy-Duty Diesel Vehicles (In-Use) Regulation

Background:

The Air Resources Board (ARB) staff is developing a regulation to reduce diesel particulate matter (PM) and other emissions from in-use heavy-duty diesel powered vehicles operating in California. A proposed regulation is planned to be presented to the Air Resources Board in December 2008. The proposed regulation would apply to diesel shuttle buses, vehicles greater than 14,000 pounds Gross Vehicle Weight Rating (GVWR), and does not include pickups.

What's New:

“Statewide Truck and Bus Rule” and the “AB 32 Truck Efficiency Rule” Board Hearing Date Has Changed (August 25, 2008)
ARB Staff has been working hard to finalize its two regulatory proposals to reduce PM, NOx and GHG emissions from on-road trucks. These proposals are commonly known as the “Statewide Truck and Bus Rule” and the “AB 32 Truck Efficiency Rule”. An important part of this effort is to complete our analysis of the economic impact on the many different types of fleets that will be affected by these rules. We have also been meeting with many stakeholders, and are analyzing alternative regulatory proposals some have offered. Because of this effort, when coupled with the freeze on overtime associated with the budget impasse, we have concluded we will not be ready for the October, 2008, Board meeting. As a result, we have delayed the Board’s consideration of these two regulatory items to its December 11 & 12, 2008, hearing in Sacramento..

School Bus Fleet Average Calculator

We have posted a fleet average calculator for the school buses on a new calculator web page.  It is a tool designed to assist school bus fleet owners in determining compliance strategies to meet the optional fleet average requirements or the best available control technology percent limits in the proposed regulation.  We have also moved the truck calculator to this new page as well.

We have posted 2nd errata to the revised proposed regulation.  We have also posted the erratas and the workshop presentation for the July/August 2008 workshops.

We have posted errata to the revised proposed regulation.  The errata shows the correction to the requirements for schoolbuses that extends the compliance deadline for completing the installation of the highest level VDECS on all buses in a schoolbus fleet.  

Revised Proposed Regulation for July and August 2008 Workshops
(July 17, 2008)  
We have posted an updated version of the Proposed Statewide Truck and Bus Regulation for the July-August workshops.  ARB staff have considered the comments received, and have modified the proposal as appropriate.  The current release incorporates the comments taken in the previous round of workshops, as well as in other forums.  At the workshops, ARB staff plans to provide an overview of the current proposal and to discuss the associated changes in the proposed regulation.

We invite you to participate in a series of workshops to discuss the proposed regulation to reduce emissions from existing diesel-fueled vehicles.  At the workshops, staff plans to provide an overview of the proposed regulation and to discuss the associated costs and emissions benefits.  The workshops will be held during the day and in some locations in the evening as well.  For more information on the workshops, please see the workshop notice.

Workshops to discuss Costs and Emission Inventory Methodologies (June 13, 2008)  
We invite you to participate in a series of workshops to discuss the methodology that ARB staff is planning to use to estimate the costs attributed to the proposed regulation and to update the emission inventory.  These workshops will primarily be a technical discussion on these methodologies, and the proposed regulation will not be discussed at these meetings.  Additional workshops to discuss the potential future changes to the proposed regulation are being planned for early August.  The workshops will be held in Fresno on July 8, in El Monte on July 11, and in Sacramento on July 14.  The workshop in Sacramento will be webcast.  For more information on the workshops:  http://www.arb.ca.gov/msprog/onrdiesel/workshops.htm. We have posted the revised proposed regulation to reduce emissions from in-use on-road heavy-duty diesel-fueled vehicles. We will discuss the revised proposal at the public workshop series scheduled to be held at various locations between May 21 and June 10.
We have posted an updated fleet average calculator and a fact sheet describing the significant health impacts associated with on-road heavy-duty diesel trucks and buses.

We invite you to participate in the next series of public workshops to discuss revised proposed regulatory language to reduce emissions from existing diesel-fueled trucks, buses, and other vehicles operating in California. In addition to discussing revisions to the proposed regulation, staff will also discuss revised emission benefits and cost estimates, revisions to the Public Agency and Utility Regulation, and how school districts would be affected by the proposed regulation. Please note that ARB staff has changed the date of the workshops (day and evening) to be held in Berkeley. The new date of the Berkeley workshops is February 11, 2008.
