Description | The California Air Resources Board (CARB) invites you to participate in a virtual public work group meeting to discuss CARB’s Technical Assistance & Capacity Building, and Workforce Training and Development investments in the Fiscal Year (FY) 2021-22 Funding Plan for Clean Transportation Incentives (Funding Plan). Technical Assistance & Capacity Building: The FY 2021-22 Funding Plan allocated $1 million for technical assistance and capacity building grants for community-based organizations to expand or enhance outreach, technical assistance, and capacity building efforts in priority communities for existing equity projects. The purpose of this work group meeting is for CARB staff to propose a draft implementation strategy for this investment and solicit feedback from the public. Staff will also provide an update on an existing outreach capacity building grant pilot, which was implemented through Access Clean California using funding allocated in the FY 2019-20 Funding Plan. Workforce Training and Development: The FY 2021-22 Funding Plan allocated up to $1.5 million for workforce training and career development in priority communities. This will be the second workgroup meeting on this investment. Staff will provide an update on the objectives for this investment and a proposed focus for where CARB can further support the green economy and economic recovery through workforce, training, and development, and seek additional feedback on community-identified needs and priorities. FY 2021-22 is the first year CARB has included a separate Workforce Training and Development funding category in the Funding Plan. This effort is in response to community and stakeholder feedback on CARB’s equity programs and the desire to elevate CARB’s Senate Bill 350 Low-Income Barriers Report recommendations. Specifically, CARB expects these investments to maximize economic opportunities and benefits for priority communities and support efforts, such as zero-emission training, curriculum development, and connections to good-quality clean transportation jobs. |
