| Description | The California Air Resources Board (CARB or Board) invites you to participate in a public workshop to discuss an update to the three-year plan for light-duty vehicle and clean transportation equity investments. Senate Bill (SB) 1275 (De León, Chapter 530, Statutes of 2014) required CARB to include a long-term plan for the Clean Vehicle Rebate Project (CVRP) and related programs in the FY 2016-17 Funding Plan and to update the plan every three years through January 1, 2023. Though minor updates to the plan are provided each year, the broader plan received its first major update in October 2019. This second major update covers the period between July 1, 2022, and June 30, 2025. Additionally, 2018 budget trailer bill language requires CARB to update the forecast for CVRP annually until January 1, 2030, and include as part of its forecast the total state rebate investments necessary to facilitate reaching the goal of placing in service at least five million zero-emission vehicles (ZEV) by January 1, 2030. At this third workshop, staff will discuss the longer term vision for CARB’s vehicle purchase incentives. These vehicle purchase incentives include CVRP; Clean Cars 4 All (CC4A); Financing Assistance Programs, including the Clean Vehicle Assistance Program and the Drive Clean Assistance Program, and Access Clean California. Staff will seek input on methods to ensure an equitable transition to electric vehicles and how CARB’s light-duty vehicle purchase incentives can help to overcome long-standing inequities. CARB also held three work groups to discuss clean mobility projects (Clean Mobility Options Voucher Pilot program, Clean Mobility in Schools, Sustainable Transportation Equity Project), outreach, workforce training and development, community transportation needs assessments, and technical assistance and capacity building three-year funding projections and a number of work group meetings to do a deeper dive on critical program changes in support of FY 2022-23 Funding Plan development. These meetings were held between February and June 2022. The meeting agenda and any handouts will be posted to the Low Carbon Transportation Investments and Air Quality Improvement Program (AQIP) website ahead of the meeting. |
