This committee is composed of experts in a number of fields related to the health effects of air pollution and was appointed by the President of the University of California. Staff from ARB and OEHHA summarized staff report entitled “Review of the California Ambient Air Quality Standards for Particulate Matter and Sulfates—Report to the Air Quality Advisory Committee,” which was released November 30, 2001. As part of its review, the AQAC provided staff with comments and identified weaknesses in the staff report that need to be revised. The major conclusions from the meeting was that, overall, the PM report was well written and researched. However, the document must address the lack of a recommendation for a 24-hour PM 2.5 standard. OEHHA and ARB staff are currently addressing this issue along with other revisions based on AQAC and public comments. The meeting was attended by the public, environmental organizations, private industry, and air district personnel. Approximately 12 individuals representing a variety of interests addressed the committee during the public comment period on the second day of the meeting. Transcripts from the meeting and well as copies of AQAC meeting presentations will be posted on the PM standards website once available. The timeline for presenting a revised report to the Board later this year will also be made available once determined. dmazzera@arb.ca.gov Fax: 916.322.4357 Work: 916.445.9488 ====================================================================== You are subscribed to the aaqs mailing list. The draft proposal can be found on our PM Standards Review website at www.arb.ca.gov/research/aaqs/std-rs/pm25-draft/pm25-draft.htm. In the initial Report to the Air Quality Advisory Committee (November 30, 2001), ARB and OEHHA staff did not propose a specific 24-hour standard for PM2.5. At their January 23-24, 2002 meeting, the Air Quality Advisory Committee (AQAC) unanimously recommended that staff develop such a standard, and suggested several possible approaches. Responding to the Committee's concerns and suggestions, OEHHA and ARB staff members have developed the proposal found below. This draft proposal will be reviewed by the Air Quality Advisory Committee (AQAC) at a meeting scheduled for April 3, 2002 in Oakland, California. Staff from ARB and OEHHA summarized the draft document entitled “Proposal to Establish a 24-hour Standard for PM2.5—Report to the Air Quality Advisory Committee,” which was released March 12, 2002. The proposal recommends a PM2.5 standard of 25 micrograms/cubic meter, not to be exceeded. The major conclusion from the meeting was that the scientific basis for the proposed PM 2.5 24-hour standard was acceptable to the committee, with no required changes. The public, environmental organizations, private industry, and air districts, as well as other State of California personnel attended the meeting. Five individuals representing a variety of interests addressed the committee during the public comment period. ARB and OEHHA staff are currently incorporating this PM2.5 24-hour standard recommendation into the final staff report, which is scheduled for release on May 3, 2002. Comments and findings made by AQAC committee members at the meeting will be combined with comments and findings from the January 23-24, 2002, AQAC meeting to create the Committee’s complete findings for their review of the proposals to revise California ambient air quality standards for particulate matter and sulfates. Once available, the complete findings of the AQAC review will be posted on the PM standards website (www.arb.ca.gov/research/aaqs/std-rs/std-rs.htm), as well as the transcripts and presentations from the April 3, 2002 meeting. Specifically, one aspect of the staff proposal (http://www.arb.ca.gov/research/aaqs/std-rs/pm-final/pm-final.htm), regarding the establishment of a 24-hour-average PM2.5 standard, will not be considered at the Public Hearing. Recent analyses have identified a problem in the application of a standard statistical software package often used in time-series analyses over the past five years. Specifically, John Hopkins University reported a preliminary reanalysis for the National Morbidity, Mortality, and Air Pollution Study (NMMAPS) funded by the Health Effects Institute (see http://www.healtheffects.org/news.htm for more details). After learning about the reanalysis of NMMAPS, ARB staff conducted an evaluation to determine how issues with NMMAPS and related studies might have affected our recommendations. We concluded that none of the long-term studies that support the staff recommendations for changes in the annual-average standard for PM10 and the establishment of a PM2.5 annual-average standard used the statistical software package in question for estimates of PM-related premature death and increased disease. Accordingly, none of the recent information impacts the analysis of the proposed annual-average standards and we think it is appropriate to go forward with these recommendations However, our evaluation found that some of the studies used as a basis for the recommended new 24-hour-average PM2.5 standard did use the software in question. Therefore, we think that NMMAPS and other recent short-term studies of daily changes in death and disease need to be reanalyzed using a correct application of the statistical software package. Accordingly, it is prudent to take more time before recommending a specific level for a 24-hour-average PM2.5 standard, and therefore, this aspect of the staff’s proposal will not be considered at Public Hearing. Staff will re-review the 24-hour-average PM standards and again go through the public review process when the studies in question have been reanalyzed. The modified staff recommendations will be presented to the Board at a Public Hearing on June 20, 2002, in El Monte, CA. Information on the hearing is available at http://www.arb.ca.gov/board/ma/ma62002.htm. After learning about the reanalysis of NMMAPS, ARB staff conducted an
evaluation to determine how issues with NMMAPS and related studies might
have affected our recommendations.  We concluded that none of the
long-term studies that support the staff recommendations for changes in
the annual-average standard for PM10 and the establishment of a PM2.5
annual-average standard used the statistical software package in
question for estimates of PM-related premature death and increased
disease.  Accordingly, none of the recent information impacts the
analysis of the proposed annual-average standards and we think it is
appropriate to go forward with these recommendations

However, our evaluation found that some of the studies used as a basis
for the recommended new 24-hour-average PM2.5 standard did use the
software in question.  Therefore, we think that NMMAPS and other recent
short-term studies of daily changes in death and disease need to be
reanalyzed using a correct application of the statistical software
package.  Accordingly, it is prudent to take more time before
recommending a specific level for a 24-hour-average PM2.5 standard, and
therefore, this aspect of the staff’s proposal will not be considered at
Public Hearing.

Staff will re-review the 24-hour-average PM standards and again go
through the public review process when the studies in question have been
reanalyzed.

The modified staff recommendations will be presented to the Board at a
Public Hearing on June 20, 2002, in El Monte, CA.  Information on the
hearing is available at http://www.arb.ca.gov/board/ma/ma62002.htm.  To
