CARB has developed the following guidelines to assist applicants to submit a SEP proposal.

Process for Selection
Once the applicant submits a SEP proposal, CalEPA sends the documents to CARB Enforcement Division for review. This review is conducted by CARB’s SEP Team to determine compliance with the SEP policy requirements and criteria.
If all SEP criteria elements are met, the SEP proposal will be reviewed by the Executive Office for final decision and eligibility determination. CARB will contact the proposer with their status, ineligible or eligible. If the SEP is deemed eligible, it will be listed as available and violators will be able to select the project from the SEP list. If the SEP is determined to be ineligible, the proposer can resubmit a revised proposal.
If My Project is Approved for Listing, What Happens Next?
A responsible party (violator) may voluntarily select a SEP for full or partial funding from the available SEPs list.
SEP proposers (recipients) of selected projects will be notified upon selection and are required to abide by a SEP Oversight Agreement with CARB.
The SEP Oversight Agreement includes implementation and reporting guidelines for funded projects.
